Submit an application for a Quebec Selection Certificate (Certificat de sélection du Québec [CSQ]) to the government of Quebec.

The certificate attests to your acceptance as an immigrant by the Province of Quebec.
You must submit a permanent residency application to Immigration, Refugees, and Citizenship Canada if the Province of Quebec selects you and issues you a CSQ.
These guidelines are only applicable to your application for permanent residence.

The knowledge of English and French of the applicants
The applicants reside in Quebec and have family relationships with either a permanent resident of Quebec or a Canadian citizen.
Applicants who have a confirmed permanent job offer from the Ministère.
Financial self-sufficiency of applicants
Possess a Quebec Selection Certificate from the Quebec government (Certificat de sélection du Québec).
Submit a complete application for permanent residence.
How Can You Apply For the Program?
To immigrate to Canada as a skilled worker selected by Quebec, there are two stages:
Stage 1: Apply to Quebec GovernmentAn applicant must submit an application to the Government of Quebec in order to receive the Quebec Selection Certificate (Certificat de sélection du Québec [CSQ]).
The applicant must first register for an account on the Arrima portal by submitting an expression of interest (EI) form.
You may receive an invitation to submit an application for permanent selection if your expression of interest meets the invitation criteria set forth by the Ministère.
If you get the invitation, you must fill out a permanent selection application form and submit all necessary documents to support your request for permanent selection.
Your application will be then evaluated by the Province of Quebec, and if it is accepted, the applicant will be given a Certificat de sélection du Québec (CSQ - Québec Selection Certificate).
If Quebec Province grants you a CSQ, you must submit an application to Immigration, Refugees, and Citizenship Canada for permanent residence.
Your application might also require you to submit biometric data.
